Green hydrogen produced by splitting water into hydrogen and oxygen in an electrolyzer by using renewable-powered electricity can enable the world to meet its net zero emissions targets. Many countries, including India (through its National Hydrogen Mission), have announced specific policy interventions to push for the widespread adoption of green hydrogen.

For countries like India, with its ever-increasing energy import bill, it can also provide energy security by reducing the overall dependence on fossil fuels. It is also expected to provide a green alternative for “hard-to-abate” industries, like refineries, fertilizers, steel and transport. It is anticipated that green hydrogen demand in India for applications such as refineries, fertilizers and city gas grids will grow up to 2MMTPA by 2030 in line with the nation’s green hydrogen mission. This would call for investments upward of $60 billion. L&T, with its deep expertise and experience in engineering and construction of projects, and ReNew, with its experience in the development of renewable energy projects, are market leaders in their respective sectors and this synergistic partnership is committed to tapping this emerging opportunity.

CIDCO to adopt Maharashtra Unified DCR for rapid development of NAINA project

The Maharashtra government’s town planning authority, the City and Industrial Development Corporation (CIDCO), has decided to adopt certain provisions of the recently introduced Unified Development Control Promotion Regulations (UDCPR) for rapid and efficient development of the Navi Mumbai Airport Influence Notified Area (NAINA). To prevent haphazard development around the Navi Mumbai International Airport, CIDCO has proposed the development of NAINA on 371 sq km of land from the Thane and Raigad districts. This development aims to develop a sustainable city with residential, commercial, educational, and all other basic civic facilities.

The implementation of NAINA is carried out by implementing 11 town planning schemes and the entire project is based on the principle of land consolidation. As the Special Planning Authority for the NAINA notified area, CIDCO is responsible for the implementation of the regulations in the area.

“NAINA will be developed as a city of international standards with opportunity for businesses to flourish. CIDCO is functioning as the Special Planning Authority for the NAINA area. The Board of CIDCO has now resolved to incorporate certain provisions of the UDCPR of the government of Maharashtra in NAINA region, which shall facilitate ease of doing business,” said Sanjay Mukherjee, vice-chairman and managing director, CIDCO.

In a bid to strengthen and bring uniformity in the real estate construction guidelines across the state, the government of Maharashtra approved the UDCPR in December 2020. This uniform set of regulations will specify everything from the height of buildings to the width of roads and the size of amenity spaces.

The new set of rules will be applicable on all municipal corporations, councils and nagar panchayats across the entire state except Mumbai and some neighbouring areas like hill stations, eco-sensitive zones and specified corporation areas.

NAINA, as a proposed urban conglomeration near Mumbai, is expected to house several small cities and will benefit from proximity to Mumbai, Thane, Navi Mumbai and Pune. CIDCO was appointed as the special planning authority for the project in 2013 and is responsible for development plan, development control regulations, permissions, and providing physical and social infrastructure. The planned integrated development will have the influence of Navi Mumbai International Airport, Jawaharlal Nehru Port Trust (JNPT) and proposed transport corridors including Multi Modal Corridor, Mumbai Trans-Harbour Link (MTHL), Dedicated Freight Corridor (DFC) etc.

The development is expected to attract investments from both domestic and global institutional investors. The adoption of guidelines from the UDCPR is expected to allow for development of the NAINA project at a faster pace.

Mizoram governor Hari Babu Kambhampati said that the Kaladan Multi-Modal Transit Transport Project (KMMTTP), which aims to connect North East India with Kolkata through the Sittwe Port of Myanmar via the Bay of Bengal, is almost nearing completion within the Mizoram side.

Kambhampati said while interacting at the 51st conference of Governors, Lt Governors and Administrators at Rashtrapati Bhavan said, “When completed, the KMMTTP will provide valuable alternate route and considerably cut down the distance between the North East and mainland India, which is currently connected only via the narrow Siliguri Corridor in West Bengal, also known as the ‘Chicken’s Neck’”.

He added, “Therefore, it is in the best interest of the Nation if special attention is given to the KMMTTP.

In spite of the pandemic, the Public Works Department completed several works of formation cutting (405km), black topping (47.3km) and construction of cement concrete pavements (90km).

With funds from World Bank, Asian Development Bank and NABARD, construction & repair works are being carried out on 82 roads across the state”.
